When you ran the installation of oovoo you would have been given a dialog warning box about adding a tool bar to your browser it would have given you a option of YES or NO. If you had clicked NO then it wouldn't have installed the tool bar.
I think you can still uninstall the tool bar it might be listed with in your control panel add and remove programs.
