Why not out to all countries FROM USA? and Free?

Hey! I just downloaded this because a friend overseas wants to use it with me. Now I see two things I wasn't expecting.

1. Being that I am in the USA I am limited to calls to the USA and Canada. Why can other places call me but I can't call them?

2. I thought this was free, but now I'm reading the calls are only free till April 2008. What's up with that?
